Johnson orders rise in savings bond interest rates

New York AP report says President Johnson directed an increase in interest rates on Series E and H savings bonds "as of the earliest feasible date." Treasury Secretary Fowler outlined the plan to raise rates from 3 3/4 percent on the remaining $49 billion in bonds and on new issues. The move, the first since 1959, aims to keep savings bonds competitive with other forms of savings amid Viet Nam costs. Fowler cited a letter from the President urging timely action and noting that existing bond holders should not be forced to cash in to gain the higher rate. The exact increase size was not disclosed. A secret ballot seemed likely as President Kamraj urged Desai to withdraw. Desai refused, warning of unhealthy precedents. Desai believes he has parliamentary support, while Kamaraj noted most MPs back Mrs. Gandhi, who previously stepped aside in 1964 to allow Shastri to take office. Desai’s stance keeps a contest alive for the ruling Congress party’s leadership after Nehru’s era.
