Peace Offensive Keeps Viet Nam Talks Open and U.S. Adds 113000
The White House sustains flexibility in seeking negotiations to end the Vietnam war while the Defense Department plans to add 113000 uniformed personnel and 94000 civilian staff, with a total payroll rising to 4186000 including previous increases. The plan includes a $12.3 billion supplemental for fiscal 1966 and a total package of $12.7 billion. No call up of reserves is planned, and spending timing stretches to June 30. The Pentagon details a service mix but not a breakdown. The move aims to bolster military strength as negotiations continue.
