DURHAM AP A presidential candidate who urged increased military action is deemed to spread war mongering propaganda by an international law expert, while another Duke Law School scholar says such advocacy remains protected speech under the Constitution. The conference drew figures from Duke and Princeton and debated international controls versus First Amendment rights. The NC State Faculty Club notes follow with a separate campus event as governor meets Fort Bragg officers and foreign guests and attends a wildlife federation banquet.

Minnesota Court Finds NC Apportionment Lacks Equality
A three judge federal panel ruled that North Carolina lawmakers may need to redraw apportionment by July 1 1967 to achieve practical equality. The decision cited lack of compactness and contiguity in congressional districts and suggested incumbency protection was a factor but not controlling. The court approved the state senate and house plans but left congressional lines in doubt for 1968.
