Rusk On Safe Ground In Challenging Congress To Up Or Down Vote

AP analysis of two days of Senate Foreign Relations Committee hearings with Gen Maxwell Taylor and Sec. Dean Rusk on Vietnam policy. Rusk urged an up or down vote on policy, defended legality of actions, and warned against expanding war while Taylor described limited aims and potential manpower needs. Debates touched on China, nuclear risk, negotiations, and whether U.S. commitment is open ended, with senators pressed to define limits and the path to peace.
