Prospects Fade in Geneva Disarmament Talks
At the 1 nation disarmament conference in Geneva the United States and the Soviet Union clashed over Viet Nam. Soviet negotiator S K Tsarapkin rejected any treaty to halt nuclear spread while denouncing American imperialism in Viet Nam. He charged West Germany with blackmail to gain nuclear access via an Atlantic force. U S official W C Foster dismissed Tsarapkin's rhetoric and stressed Viet Nam’s separation from disarmament. The exchange dampened hopes for a British drafted halt to nuclear spread and the Western proposal may be presented within two weeks. The Soviet side argues that nuclear powers like West Germany remain under control rather than being part of a central nuclear framework. See GENEVA, Page Two.
