Turkey Firm On Base Issue
In Helsinki Prime Minister Suleyman Demirel said the U S Turkish defense pact is dead and the U S may not reopen bases until the arms embargo ends. Demirel rejected Ford's offer of 50 million in military aid and said the issue concerns the future Turkish American relations, not aid. The embargo followed Turkey’s 1974 Cyprus invasion and Congress action.
