Carter Sees Russia Flexibility for Possible Accord

Mexican guerrilla group claims 120 commandos in Mexico City

Three self described members of the 2nd of September Communist League said the group had about 120 commandos in 80 cells in Mexico City and other capitals including Guadalajara and Monterrey. They spoke at a police news conference after being captured amid a nationwide crackdown. The trio described aims to install a socialist regime adapted to Mexico.

Union and ship officials seek U.S. aid in dock strike

In Washington, Asst. Labor Secretary Frank Burkhardt joined Thomas Gleason of the International Longshoremen's Association and James Dickman of the New York Shipping Associations to resolve a two day old dock strike. The stoppage hit East and Gulf ports with 34 container ships tied up as shippers reject a $2 per hour raise and expanded benefit funding, arguing the demands would raise overtime and cost.
