French Cabinet Crisis and Maritime Disasters

The French Ministers have resigned and Jules Ferry declined to form a new cabinet, with Fallieres to supervise a ministerial combination. A steamer, possibly the Black Witch, sank off Manbles head with 26 drowned. The Royal Star was driven ashore at Penarth with several lost and ten bodies recovered.
