Firemen from Local 1999 contend compulsory arbitration on the November 4 ballot could avert strikes by delaying deadlocks. Opponents note Michigan’s police and firefighter strike history under binding laws. Fire Capt. Dickinson cites past nonstrike results while supporters say arbitration prevents stoppages and walkouts.
Hayward city manager William C. Hanley condemns compulsory binding arbitration as anathema to representative government. He says it would strip elected officials of power to set wages hours fringe benefits and working conditions for firemen and could affect all city employees. He notes labor costs make up about 75 percent of fire department expenses and argues the charter amendment undermines the representative process.
President Ford will not mingle with crowds on his California trip. He plans a $250-a-plate fundraiser in Los Angeles and another in San Francisco, following threats last month.
