A backpacker at B Street and Mission Boulevard in Hayward felt the urge to Toovin and boarded an express bus, whether in the forest or urban setting.
Alameda County Supervisor Tom Bates and Newark Councilman Robert Plowright urged the Bay Area Pollution Control District to ban fluorocarbon aerosol sprays. They plan to co sponsor a resolution at the November 5 meeting to start the process, pending legal authority. The district’s counsel says authority is possible but not yet certain. If enacted, it would be the first such ban in the United States.
Hayward planning commission voted unanimously to reject the environmental impact report for the proposed Winton Avenue jail and to disapprove the project. They argued the study underestimates secondary long term effects on the neighborhood, including nearby businesses and potential zoning shifts.
The nation’s industries quickened production at the fastest pace in almost a year and job seekers saw more openings as four automakers said over 4,600 workers would be hired next week. GM Fremont cuts 2,300 second-shift workers. production gains and layoffs coexist amid broader economic signals including falling jobless benefits and a rise in industrial output.

The Times notes writings found in a San Francisco apartment and questions from investigators about authorship and brainwashing defenses.
In Kansas City Missouri a six year old St Bernard named Bourbon shuttles bank deposits for United Missouri Bank of Blue Valley. Bruce Clevenger trains the dog to carry a cash pouch from a service station to the bank. Bourbon’s routine and loyalty amuse tellers and staff who monitor her every morning deposit run.
President Ford calls James Salamaites the 19 year old driver of the car that struck his armored limousine in Hartford. Ford asks about injuries and compliments the young man while noting his nervousness and thanking him and his family for safety.
The forecast calls for increasing cloudiness with a 20 percent chance of rain tonight and tomorrow morning. Highs fall to the low 70s and lows in the 50s. More weather details on page 31.
