President Kennedy opened a federally financed 46.7 million dam in Hebda Springs Arkansas and defended such projects as essential. He argued water developments pay for themselves by protecting homes farms and factories and producing billion dollar benefits for all while countering charges of boondoggles.
President Ahmed Ben Bella announced he has assumed full powers to tackle the Berber uprising in the Kabyles. He plans persuasion and moral pressure from Algeria’s Arab majority and said regular army troops would not be used against insurgents. The move was announced before the United Nations Assembly, delayed by deputies' absence. he said he would act under Article 59 of the constitution.
Dr Robert J Fitzgerald of the National Institute of Dental Research announced at the Los Angeles County Dental Society meeting that a germ triggering dental decay has been isolated. He said decay is a highly specific disease caused by a single bacteria type, noting new streptococcus appeared in hamsters accidentally immunized with drugs.

About 50 Negroes gathered at the scene but stayed orderly as police, some with submachine guns, sealed the area.
