Senate approves withholding tax in California budget plan

The Senate passed a plan for a payroll withholding tax to balance the budget. It would deduct state income tax from wages starting July and generate 165 million in windfall revenue next April with 210 million set aside for three years for capital projects. Critics call it double taxation and seek an income tax credit.

Sewer hookups banned by board in Pleasanton region

Regional Water Quality Control Board directors yesterday banned all new sewer connections to the Pleasanton sewage treatment plant and similar action against the Valley Community Services District plant taken last October. The odor and odor-related violations prompt the ban which does not affect buildings under construction or with preexisting permits. The board expects a fix in two to three months and plans to expand the disposal area by 50 acres to reduce odor. The plant is also prohibited from discharging into the Arroyo de la Laguna, a long-standing prohibition.

Fremont camper fee urged

Fremont city officials discussed a proposed permit fee of 10 to regulate parking of campers and trailers in front driveways. City Manager Don Driggs supported adopting the fee to cover issuing and enforcement costs. council delayed action to December with two members absent. The permit would last until May 18, 1978, after which such parking would be illegal unless approved by the ordinance. An additional 2 fee would apply to transfer the permit to another similar vehicle.
