Hayward voters will decide on a six-provision city charter January 10 after a City Council meeting in which four of five members approved the charter following final legal revisions. Local Labor groups and the Citizens Charter committee backed the plan, which has been in development for nearly three years. The council also accepted four recommendations on Southern developments.
