The House defeated a plan to let banks offer interest bearing checking accounts. The measure, opposed by the American Bankers Association, would have allowed NOW accounts for both commercial banks and savings and loan associations. An anti redlining provision narrowly survived. The bill extended for four years federal agency deposit rate authority and allowed higher savings account rates. It passed 177 to 147 and moved to the Senate where a separate anti redlining measure recently passed.
