No signs of tighter China-Russian links
Washington officials say there is no evidence Moscow and Peking are uniting to pressure the North Vietnam blockade. Despite a dispatch from Peking, State Department aides believe long standing ideological tensions remain and temporary cooperation in Hanoi does not erase deeper disagreements. Reports note inflation in the North and social problems as Hanoi redeploys divisions amid U.S. military moves. Senator Thurmond opposes amnesty for deserters and draftees, urging prosecution under the law.
