Hayward budget keeps tax rate while funds rise

City Manager William C. Hanley forwards a $28.5 million Hayward budget to the council. The plan raises expenditures by 1.06 million due to higher wages and benefits. Despite no tax rate increase, rising property values would push a $35,000 home to $117.99 in taxes, up from $101.50, because of higher assessed value. Uncertainties include labor arbitration with firemen and expirations of all employee contracts, with $506,097 in the unappropriated balance to cover settlements.

Seven Hills residents appeal to council over neighborhood harassment

Union City and Seven Hills residents told the city council they fear harassment and vandalism by teens and adults on Appian Way. They described a broken window, obscene graffiti, and a lawn damage amid ongoing noise from motorcycle riders. San Lorenzo Schools Appoint Two New Principals

San Lorenzo trustees named William Griffin principal of San Lorenzo High School and Dr. David Snider principal of Arroyo High School. Griffin, a district administrator, previously served as vice principal at San Lorenzo High and Marina High School. Snider led San Lorenzo High for 17 years and will replace Frank Crear at Arroyo High.

Transfer Swap Sparks Mt Eden Students Protests

Emotions ran high as Mt Eden students teachers and a parent urged school trustees to revoke principal Howard Moffitts transfer to Hayward High. California forecasts brighter economy and $405 million surplus

California officials reversed a pessimistic revenue view, predicting a bright economy for 1976. Roy Bell said inflation would slow to 5.9 percent, personal income rise to 10.9 percent, and unemployment average at 9 percent, yielding a $405 million state budget surplus.
