Fremont Dr. W. Ferguson, 44, was approved after a closed session by a 6 to 1 vote to become superintendent of the district. Trustees also authorized a separate agreement to retain Ferguson as a consultant at $150 daily for up to 15 days through July 1.

Trustee Robert Lynch sent the letter from Camp Pendleton where Ky is a refugee. The board chairman said Lynch acted independently and did not represent the district. The district serves three colleges with roughly 30 000 students.
Economists from Bank of America First National City Bank and Bankers Trust predict a halt to the recession by summer with a more vigorous recovery than expected. Treasury Secretary Simon and Federal Reserve officials warn against rapid money expansion and urge Congress to curb spending to reduce the debt.
