California Medi Cal reform bill seeks to lift visit limit
Sacramento Assemblyman Wille L. Brown proposes ending the two visit per month cap for Medi Cal patients and expands dental services in visits. Governor Reagan says the limit is working and reducing costs. The measure would include pregnancy as a medical emergency and allow department preapproval for hospital admits.

College fund bill backed by Sacramento committee
An Assembly education panel approved a bill by Sen. Fred Marler to save about 16 million in state funds for community colleges by extending the new adulthood age to 21. The measure would also shield public schools from covering an additional 8 million in special education for 21 year olds, potentially forcing districts to cut or finance the program themselves.

Reagan warns on welfare work plan rollout
Sacramento Governor Ronald Reagan cautioned Californians that thousands of able bodied welfare recipients may not rush to work when the California Community Work Experience Program begins April 1. He said counties may implement at different paces while noting 63,000 recipients must sign up for public service work and 30,000 are expected to participate in the first year across 35 counties. He criticized local officials for passing blame to the state and urged accountability amid related measles coverage in Los Angeles.

Compromise offer for suggestion approved in California
Governor Reagan and a state employees group backed Fred Clawson's million dollar idea from nine years ago. The State Board of Control approved a compromise award of 12790 to Clawson, far above the initial 5000 but below the 46200 he sought, reflecting savings projections and board policy adjustments. The Merit Award Board had proposed 82820, noting the suggestion save 332000 yearly, and the final figure awaits legislative approval.
