Two firms vie for development of city center
Hayward reports two offers to develop a $20 to $35 million city center project around the City Center Building. Gil Zaballos leads a local bid with personal funding. a Southern California group led by Samuel W. Chew Associates and Robert E. Donald, with Verdex Corp., claims backing from Advance Mortgage and Founders Financial. Each offers a $16,460 option to buy 35 acres if the city extends due diligence, with completion slated after 1978 payment terms. Donald outlines a 204-unit residential core, a five to eight-story mix of office and hotel, a shopping area with a Portuguese plaza, and a potential major hotel tenant. Plans include a parking garage and a high-density, non–high-rise development, aiming to attract foot traffic to the civic center.
