New York Court of Appeals to convene an eight judge panel Tuesday to rule on constitutional questions in the government attempt to block The New York Times from publishing a secret Pentagon Vietnam report. House panel backs full FBI funding amid criticism

The House Appropriations Committee restored the FBI budget to the full requested level of 234.5 million, adding about 30 thousand for a new armored limousine and to hire 2,250 more staff. It also approved funds for fingerprinting, a computerized history system and a Quantico academy to boost federal crime work. The panel trimmed other agencies, sparing Law Enforcement Assistance and maritime subsidies while cutting EEOC and several international and judicial items.
