Hayward faces a $12.6 million operating budget with no tax increase by trimming 30 city positions and amid cuts across departments. The plan, led by City Manager Ray Doran, relies on selling airport land and tapping cigarette tax reserves to cover a $25,000 shortfall and fund small capital projects.
A former Pentagon employee Daniel Ellsberg is named in connection with the Times leak. Sidney Zion, a former Times editor, alleged Ellsberg leaked the secret Vietnam war report during a national radio interview.
A U S district judge delayed a decision on whether to force The New York Times to surrender its copy of a top secret Pentagon Vietnam report. The government seeks access to documents, excluding marginal notes, and a possible injunction against final two Times articles. The Times may hand over materials if ordered.
At dawn, scores of police and sheriff's deputies backed by 17 soldiers stormed an abandoned Nike missile site near Richmond, waking 65 sleeping Indians in 25 buildings. Leader John Trudel said he expected action and claimed the law overreacted. one man was arrested for trespass after a 35-vehicle convoy arrived.
Fremont Police uncover scattered bones and clothing in the Alameda Creek flood control channel in Niles. They believe the remains belong to 11 year old Linda Marie Stidman who vanished last February. A 17 year old boy, visiting the girl, faces a homicide charge after the suspect was placed in custody at the California Youth Authority facility in Stockton.
Mrs Patricia McDonald in Fremont discusses a calico kitten from her cat Marald that may be male a rare sex linked coloring that could fetch up to 3000 dollars if fertile Veterinarians have examined the kitten and Mrs McDonald weighs the possibility against future outcomes.
The United States and Japan signed a treaty via satellite to return Okinawa to Japanese rule after 25 years of occupation. Thousands protest nationwide as Tokyo police clash with demonstrators while 88 U.S. bases remain and 46 installations are handed to Japan. Japan will assume control two months after ratification with a $70 million nuclear weapons removal cost.
Washington there was clash over Vietnam policy as Speaker Carl Albert opposed a House bid to withdraw forces. Senate rejected a 20 month draft extension while allies and opponents urged speed toward exit, with filibuster threats and mixed support across parties.
The forecast calls for cooler, sunny conditions with highs in the 80s and overnight lows in the 50s. More weather details are on page 27.
The U8 Cone TereoneMayors conference approved a resolution led by San Janintro Mayor D Maltester calling for all American troops to leave Vietnam by year end. Support split along city size with Northeastern and large Western mayors backing prompt withdrawal and smaller Southern and Midwestern leaders preferring to leave timing to President Nixon. San Leandro approved a strong resolution urging troop withdrawal by December 31 and peacetime economic development.
