Freeway Project Picks Low Bid For Jackson Leg
Hayward and Mountain View firm Fregmansan dgroth Construction Co submitted the low bid of 3.0 million for the first leg of the Jackson Freeway. The mile long project eliminates two signalized intersections on Jackson Street and extends freeway service on Route 92 Eastward into the city toward the Nimitz Freeway. State approval may take two weeks and work could begin next month with traffic detours. The plan replaces Hesperian Boulevard and Calaroga Avenue signals with over crossings and builds a full interchange at Hesperian without a Calaroga connection. The freeway runs below ground level east of Industrial Boulevard beyond Hesperian, with construction running the rest of this year and into next.

ACWD Offers $1.6 Million to Buy Citizens Utilities
Alameda County Water District directors unanimously directed President Harry Brumbaugh to present a $1,562,500 offer to Citizens Utilities, contingent on bond passage. The district would cover additions and improvements costs. counsel noted a higher estimate of $1,675,000 reflecting anticipated expansions. Citizens had not filed an answer to eminent domain action by 5 p.m. today, raising the possibility of a later court filing. Rhodes described a separate claim by Citizens against the district over service area definitions, suggesting the filing was aimed at delay. The board postponed finalizing the budget pending salary negotiations.
