Bay Area regional agencies shape emissions rules and growth
The Bay Area now hosts a network of regional bodies led by a strong air district empowered by federal and state agencies. ABAG remains weak without direct funding power, while BCDC and BASSA shape shoreline, sanitation, and water quality policy. Regional transit and parks bodies also influence development, yet funding and authority vary across counties.
