SALT talks open with constructive start in Helsinki

U.S. and Soviet disarmament envoys began the latest round of Strategic Arms Limitation Talks in Helsinki with a reportedly great atmosphere and readiness to reach concrete limits on defensive missiles and restraint on offensive rockets by year end. Playhouse blaze kills Dublin boy

A one year old boy, Austin Stanfield of 7607 Carlow Way Dublin, died last night when a makeshift playhouse outside his home burst into flames. Babysitter Steven Rigney, eight, heard him cry, alerted neighbors and called emergency services. Firefighters arrived to find the boy trapped near a wall of flames and pulled him from the structure. Investigators say the cause is still under study and a delay in relay of the fire call contributed to the tragedy.

Fremont Drive plan to expand Tremont City Council

A move to extend Tremont City Council from five to seven seats proceeds with six district elected members and one at large. Petitioners led by Joseph McCord announce plans to circulate among about 2,000 voters to secure signatures by a set deadline. Auto accidents kill two children in Newark and Pleasanton

Last night two children were killed in separate Newark and Pleasanton crashes. Three more children were hospitalized in critical condition, and an elderly Pleasanton woman was struck and seriously injured. Police said witnesses and a driver ran a stop sign. the investigation continues with charges pending.

Parochial schools not in trouble say California bishop

Msgr Pearse Donovan, head of Catholic education in Oakland, says the Supreme Court ruling against certain aid to private schools will not trigger a crisis in Alameda and Contra Costa counties. He notes California bishops expect state aid forms differ from ruled practices and that 58 elementary and high schools face no planned closures, though finances mirror public schools. Since 1965 six Catholic schools have closed and ten will not reopen this fall, with fifty three more dropping grades.

Dynamite cache seized in San Jose investigation

Deputies seized 282 sticks of dynamite and other explosives at the home of 19 year old Dion Lebeau after a search warrant. Santa Clara County Sheriff James Geary said powder explosives and a 40 millimeter mortar shell were also found. The residence was linked to recent bombings and a task force conducted the raid. A Sunday blast caused about 500000 dollars in damages to a San Jose IRS building. the explosive type remains unidentified.
