SACRAMENTO AP reporting that Governor Reagan and Assembly Democrats clash over an emergency budget bill. Democrats block passage demanding higher aid to school districts while Reagan refuses, leaving California with no approved budget and risking payroll and state services.
Charles of Windsor was installed Prince of Wales at Caernarvon Castle in a sunny ceremony as Queen Elizabeth II placed the coronet. Bombs and near-lynching attempts marked the day with two deaths and several scares, while crowds swelled the town from 9,200 to a possible quarter million.
In Alameda County and beyond a new fiscal year began at midnight with workers turning to duty. An estimated 140000 state employees, from sanitation to highway patrol, reported for work despite no approved budget and possible delays in pay. A Hayward State Employment Office spot check found guards, teachers, and officials at posts while Republicans push back on a vetoed budget plan.
In Clermont Florida two elderly sisters Katherine Frisdvicho eighty and Louisa Friedrich Jr set out to buy a 1959 license plate, drove in circles for days, and died one after the other. Katherine was found dying in the sand after their car sank in eileus grove. Louisa was found later and possibly survived with severe confusion.
Castro Valley trustees move to schedule a tax election to cut the tax rate by 1.23 per 100 assessed valuation. The plan follows a petition by the Castro Valley Voters League and faces criticism from Trustee Harold Mefford. A formal resolution is set for July 10 after discussions on September 30 as a possible date.
Hayward Charter Study Committee recommended a two consecutive four year term limit for mayoral service and clarifying duties to provide community leadership while avoiding routine administration. The panel aims to invite new political talent and reduce mayor city manager conflicts as it forwards its findings to the city council for final action.
Lowell Jensen took the oath as Alameda County district attorney as J Frank Coakley was named district attorney emeritus the first in county history. About 75 people attended in the supervisors chambers as Coakley received praise and Jensen outlined his crime justice vision.
