In Paris two U S delegations dumped bags and boxes of mail in front of the North Vietnamese legation to dramatize U S prisoners of war fate. The 14 tons of mail arrived from groups including Tennessee and San Diego and was loaded in four panel trucks.
India charged that an Air India Fokker Friendship airliner was hijacked over Kashmir and flown to Lahore Pakistan. The government demanded the return of the aircraft and its 29 occupants, including four crew and 25 passengers, with state documents believed aboard. Pakistan’s external affairs official SA Sajjad Hyder offered no clear answer.
Rescue workers wade through mud and floodwaters in Lourenco Marques and the Zambezi Region as Cyclone Felice likely kills 500 to 1000 people. A population of about 1.5 million faces deep 20 foot floods while aid via light aircraft helicopters and boats reaches survivors on high ground.

The unwed nurse who gave up her baby to friends sought to challenge an Air Force rule requiring honorable discharge after childbirth. Judge Goodwin said no stay and noted Struck volunteered and agreed to rules. An appeal to the Ninth Circuit is planned.
The Bureau of Mines blames illegal blasting and coal dust for the Hyden Kentucky No 16 explosion that killed 38 workers in December. It urges criminal prosecution of Finley Coal Co operators under the new Coal Mine Health and Safety Act. If convicted, penalties reach up to one year in jail and $28,000 fine. This is the first use of the act’s criminal provisions.
