Doctors go bare as malpractice costs soar in California
In Southern California a growing number of physicians such as orthopedic surgeons Edwin Colbern and John Jurgutis are practicing without malpractice insurance. Premiums have surged. Colbern’s 1976 first quarter rate reached 7,804 with yearly estimates near 25,000, prompting calls that insurers be targeted while acknowledging continued risk for legitimate claims.

Breakthrough for blind uses mind to read Braille
Craig, blinded by a gunshot ten years ago, can read Braille and detect lines via brain implants and a TV camera. Researchers, led by Dr Willian H. Dobelle at the University of Utah, say the aim is travel vision rather than full sight, with early tests showing letters read at high accuracy and lines detected.

Grand jury pushes Youthful Violent Offender Act in California
Alameda County Grand Jury unanimously calls for emergency legislation to pass the Youthful Violent Offender Act. The proposal would have judges handle violent cases by youths aged 16 and 17, end juvenile court secrecy, require prosecutions in juvenile court for violent crimes, address probation conflicts, tighten parole limits, and force public records for youthful violent offenders. The measure, drafted with Deputy Dist Atty George Nicholson, will be introduced by Assemblyman McAlister and co authored with the grand jury.

In Beirut nine month civil war factions agreed to a ceasefire taking effect at 10 a.m. PST. Moslem militiamen and Palestinian allies controlled eastern Lebanon and Beirut while Christians held a small eastern Beirut triangle.
