A powerful winter storm moves toward the Bay Area with gale winds and heavy rain. Forecasters warn of recurrent rains over Northern California for five days with mountain snow and temperatures near normal. Gale warnings extend from Oregon to Point Sur with 30 to 50 mph southerly winds and chains required on mountain highways.
The 86th Congress convened with Democratic leadership pledges of responsible service and a Republican opposition, amid hopes to curb filibusters civil rights fights and economic concerns. Speaker Rayburn and Senator Johnson head the new session while Dirksen and Kuchel assume Republican leadership roles. Johnson framed the session as a new era for Democrats.

The bullet riddled body of Robert Bury Miller, 20, Barstow, recently discharged from the armed services, was found late Tuesday night off old Highway 33 four miles south of Coalinga. He was shot six times in the head by .25 caliber bullets. Robbery not the motive. dollars, a small suit, two jackets were near the body. Time of death between 6:30 p.m. and 11:30 p.m. Miller had been hitchhiking from Button Willow toward Tarro.
Washington United Press emphasizes Alaska Senators Ernest Gruening and Boby Barnett drawing for term lengths after being sworn in. Gruening drew four years while Barnett drew two in a rare Senate procedure, determining their terms for the new state.
Directors Tom Pierce and Bill Stone back Rhodes for the presidency as Castro Valley hospital board plans an 8 p.m. meeting to reorganize. Returning members M. P. Ream and A. G. Jackson rejoin. Jackson faces a recount of his 47 vote win on Nov 4 over Ally Lew Warden. Recount starts tentatively Jan 26 in Judge Chris Pox’s Oakland court, costing 350 dollars daily for 28 counters. A strong southeast wind drove smoke from an incinerator south of Our Lady of Sorrows Parochial School into the gymnasium, forcing 200 students to evacuate. No fire found. Sister Regina Cecile coordinated a safe exit as students lined up outside. Investigation traced smoke to underground ducts and the incinerator.
REDWOOD CITY UP I reports George Barnett a 51 year old triple amputee has won a divorce from Alice Barnett 35 and custody of their two children. He formerly worked as a railroad switchman and lives in South San Francisco. The couple reportedly separated after alleged cruelty.
FBI Director J Edgar Hoover called the "death driver" the top public enemy and urged sterner punishment for traffic law violators in Washington. The remark framed a hard line against reckless driving during a briefing.
Sacramento UPI reports Assemblyman Joseph C. Shell of Los Angeles was elected Republican Party leader in the Assembly, chosen by 21 votes to 11 over Bruce Sumner of Santa Ana. A separate roll call elected Walter Dahl of Oakland as caucus chairman over Glen Coolidge.
Soviet Deputy Premier Anastas Mikoyan arrived in Cleveland with his party to discuss finance matters with Cyrus Eaton. A cordial welcome from Eaton contrasted with hostile banners from about 100 cars gathered at Hopkins Airport. Police guarded Mikoyan and the group, including Mikhail Menshikov the Russian ambassador and Mikoyan's son Sergo, amid protests.
Joyce Murphy 28 of Hayward pleaded innocent in Hayward Municipal Court to murder allegations in the death of her 2 month old daughter Littlie Lynn Norwood. Investigators say she stuffed a stocking in the baby's mouth and left the body on Canyon Creek banks October 6. She is set for a preliminary hearing January 16 at 1:30 PM represented by Atty J W Moroney. The infant was the daughter of Earl Norwood, a former Oakland Junior College football star. The body weighed about ten pounds and was found wrapped in a curtain and bound with wire.
In Algiers five people were killed as a long nationalist wave sweeping Algeria continued, French officials announced Tuesday night. The report references a surge of nationalist errors and casualties affecting Syria victims, with officials attributing the deaths to the ongoing violence.
Chinese and Nationalist forces exchange heavy shelling on the Quemoy outposts as Peiping reports 48 civilians killed last weekend. A Communist spokesman in Tokyo says the bombardment, starting at 2 pm and lasting five hours, is retaliation for Nationalist shelling. Rear Adm. Liu Weh tu declined to label it a prelude to invasion, noting Quemoy remains in a state of emergency.
Eight persons were injured, three seriously, when a Greyhound bound for San Diego slid off Highway 91 twelve miles west of here. The southbound bus with 15 passengers toppled into a borrow pit, about 20 feet down. A woman was pinned between luggage and the ceiling and had to be freed from the rack. All victims were taken to Dixie Memorial Hospital.
A well digger named Leslie Stafford was freed after nearly 13 hours in a gravel pit trap. He received sedatives and was transported to Kersfield Hospital in stable condition as fans praised his stamina.
