Hughes sentenced in San Leandro narcotics case
Patrick D. Hughes of 388 Callan Ave was sentenced to eight days at Synanon House Oakland for a misdemeanor narcotics violation. Rugeris, 20, received one year probation. Hughes had been pending for involuntary manslaughter after William Lester Schlueter, 20, was found dead from an overdose in Hughes's apartment. Police said Hughes admitted his friend had used heroin.

A battery operated electronic device named Optacon lets blind users read newspapers magazines and labels through fingertip vibrations. Developed over six years at a cost over 100000 by Stanford and SRI engineers it is on public display at the Palace of Arts and Sciences. The two part system uses a scanner and a fingertip reader with 144 vibrating wires to render printed letters. Some blind readers reach 60 words per minute after training, but production costs and size must drop for commercial release.

ABAG budget proposal hikes members dues
The Association of Bay Area Governments will consider a $13,000 rise in dues to a $250,486 1971 budget at its annual meeting Thursday in Berkeley. Dues, based on city and county populations, would grow about 6.5 percent to fund operations and a $102,000 regional planning and airport studies contribution.
