Santa Rita Trusty Bock After Brief Taste of Freedom
William Phipps, 36, was captured near the Livermore Pleasanton road wearing a Santa Rita prison uniform, marking his second Alameda county escape in under a year. He was returned to Oakland for trial after a prior escape from Outland city jail on October 27 and sentenced to two years with the second year suspended on probation.
