Mayor Leo Howell pushes for tax relief to accompany a $15.7 million five year spending agenda awaiting council approval. The plan covers capital projects and a $4.6 million revenue sharing list with street work and a $7 million capital improvements program beginning this year and running to 1978. The low income exemption would apply to those under $4000 gross income and could take effect next year if approved.
