SACRAMENTO AP Legislation to give Southern California a lower share of highway construction funds has been proposed. Assemblyman Thomas M. Rees would increase the southern share from 55 to 60 percent, shifting about 251 million next year from 43 northern counties to 13 southern counties. The bill targets Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Tulare and Ventura, which account for nearly 60 percent of the population. Rees notes higher southern land costs and cites a Los Angeles freeway land price of 1 million per block. He expects Assembly support but Senate resistance from northern lawmakers.
