The Supreme Court upheld broad powers for lower federal courts to handle legislative reapportionment under the one man one vote ruling. It affirmed rulings in Colorado New York and Virginia. In Virginia the court cut state senate terms from four to two years.
In Selma Alabama police arrested about 100 marching Negroes including Dr. Martin Luther King Jr during a voter registration protest. Officials said the demonstrators violated a parade ordinance and ordered the crowd to disperse in small groups as they moved toward the Dallas County Courthouse.
General John P. McConnell was sworn in to a two year term as Air Force chief of staff. He succeeded General Curtis E. LeMay, who held the Bible for the oath administered by Secretary Eugene M. Zuckert. Page 2 story referenced.
The Department of Motor Vehicles reminded auto owners that Tuesday is the deadline for 1965 vehicle registration renewal. DMV Director Tom Bright warned renewals postmarked after Thursday incur penalties, and applications mailed by Thursday midnight will not face penalties.
Radio Hanoi said North Vietnamese shore batteries sank an intruding warship of the United States and the Saigon administration near the North Vietnamese coast. No vessel details were given, while small South Vietnamese patrol craft have conducted coastal forays. U S warships guard the area in international waters.
Four Hayward residents were rescued by the Coast Guard after their 30 foot cabin cruiser ran aground in San Francisco Bay. Rescued were Fred Wolfe 48 of 2521 Grave Way his son Fred Jr. 5 his daughter Charlene and guest Roger Ritter 14. Fred Wolfe Sr. remained under observation at Merritt Hospital Oakland. the others were released after emergency care. The Coast Guard had been alerted when the vessel went overdue and escorted the craft to its mooring at Jack London Square.
Washington reports the senate amended a 1.0 billion Appalachia aid bill amid debate on military and benefits provisions. In a Hanoi update a Coast Guardsman found four Haywardites unconscious aboard a smaller vessel, while a local trust fund in Hayward raised 500 dollars to aid families displaced by a disaster. Three Coast Guardsmen later reboarded the boat to rescue victims overcome by fumes.
Reporters describe a Sears break in as thieves stole furs while Hayward officials toured Orleanes and Humboldt flood damage. WOODSIDE AP The body of 21 year old Foothill College sophomore Franklin Carter Cheney Otisy son of Stanford University classics chairman Brooks Otis was found in a wrecked car in a 100 foot gully off Skyline boulevard. He had been missing a week and appears to have died instantly when his car traveled at least 70 miles an hour. The wreck was found by a picnicking family. Otis was living with his brother Brooks Otis Jr at 41 Big Tree Way Woodside.
