San Leandro prepares to redraw all six council districts with three on each side of the Southern Pacific line. Charter amendments may follow, including expanding councilmen pay from 40 to 150 dollars monthly and granting crews broader latitude on city capital projects. Votes on redistricting and amendments are expected by February 11.

Washington AP The Federal Home Loan Bank Board proposes rule changes allowing savings and loan associations to raise interest paid on deposits. The board also weighs a variable dividend plan, potentially lifting rates to about 4.75 percent in most cases.
