Energy measures shape California energy policy debate
In Sacramento a sweep of energy items drew attention. The Assembly passed a bill limiting speeds to 85 mph while a Senate panel stalled a companion measure. A proposed energy czar would oversee car pooling, gas valuation and fuel allocation. The Energy Planning Council urged a study on banning pool heaters and easing certain anti pollution rules. A plan to reserve freeway lanes for buses and car pools advanced to the Assembly. Finance Chair Randolph Collier warned gas tax hikes may be needed to fund highway construction amid shifts in demand from the energy crisis. A tide and oil royalties bill sought state fuel self sufficiency during the crisis.

PG&E Considers Rotating Blackouts Across 20 Percent of System
San Francisco based PG&E warns that about 20 percent of its electrical system including downtown San Francisco and Oakland could face rotating blackouts if needed. If outages extend to the remaining customers daily two to four hour losses are possible, with service restoring across Northern and Central California. Elmer Kaprielian testified that plans are still in the formulative stage due to fuel oil shortages and would target essential public health customers first.
