United News of India reports Pakistani fighters attacked Bombay lasting under half an hour. Civil defense cited no immediate damage assessment as radar tracked aircraft across western India after sundown.
California lawmakers return to Sacramento to begin a special session called by Reagan over the $351 million tax package. Senate leaders urge a cooling-off period amid intra party feuding as reapportionment plans surface and govern ship uncertainty colors the political mood.
President Nixon reiterated U.S. policy of absolute neutrality in the India Pakistan conflict while Senate leaders promised a briefing by Secretary Rogers.
