Khrushchev told foreign reporters at a Finnish Embassy reception that the carrier rocket of the first Soviet Sputnik plunged to earth over American territory last Saturday. He said Americans would not return it, and that he was absolutely serious when asked if he was joking.
The Atlantic Pact Council will meet at the Netherlands request to discuss Indonesia's drastic measures against Dutch nationals and business properties. Britain urged Indonesia to reconsider and avoid actions harming Dutch interests and causing international backlash.
Tunis authorities report that French troops have peacefully evacuated several southern Tunisia bases. President Bourguiba said the move will strengthen ties between France and Tunisia and cited posts at Dedenine Youm Tatouine Tozeur Doug and Ben Gardane as evacuated.

Jury deliberations were to start today in the trial of Raymond W. Van Deusen, Oak land promoter, and Robert L. Walinks, former Hayward real estate man. Van Deusen faces eight counts of grand theft, one of attempted grand theft, and four counts of violating the Corporate Securities Code, with possible sentences of up to ten years on theft counts and up to five years on each securities violation. Walinks is charged with one count of violating securities rules. The two were indicted July 2 for allegedly swindling 268 people out of 350000. Sparr later pled guilty to violating the Corporate Securities Act.
CAPE CANAVERAL Fla INS America s first satellite launcher exploded at the missile test center. The Vanguard rocket toppled and burst into a pillar of smoke at launch time 11 45 am EST. The failure was traced to loss of chamber pressure in the first stage. All personnel were reported safe.
Defense Secretary Neil H. McElroy called the U S satellite launch failure disappointing but not surprising while preparing for a NATO summit in Europe. He said the United States would proceed with phased experimental efforts before attempting another large satellite launch. President Eisenhower, at Gettysburg, had no immediate comment.
United Press reports that slow U S to launch its earth satellite sparked translations worldwide. Guessed names include Spaetnie Spaete nk and Pampla mousse with variants from Mexico Germany France Belgium and Italy. Oslo Arbeiderbladet ran USAte lisite style headlines while Swiss papers used Spaete nk with straight face.
New York bulletin reports stocks fell sharply with losses up to two dollars as Wall Street digested news of the failure to launch the first U.S. earth satellite, weighing on missile and aircraft shares across the market.
