About 300 members of Local 390 of the United Public Employes Union walked out on strike at Hayward City Hall. The first day showed a striking absence of women at reception desks and counters though a few female executives remained on duty. The three main issues are wages an agency shop and binding arbitration.
Hayward is preparing a complaint for an injunction to prevent possible pollution of San Francisco Bay from the city employee strike. A superior court judge may be asked to bar Local 30 of the United Public Employes Union from interfering with work on Centennial Hall as the city trims services while emergency services continue.
About 14 of roughly 75 passengers escaped from a hijacked two car Dutch train near Beilen as gunmen held others. The day saw hostage firing at a mediator, the killing of the engineer, and no clear political motive cited by officials. South Moluccan hijackers demanded food medicine and a replacement engineer before confinement.
Hayward South County Community College District trustees named Charles Chuck Matzen a San Leandro realtor to fill the vacancy after the death of Trustee Charles W. Stone. Matzen, 50, chaired the speakers bureau for the district's 15 year campaign and quipped about catching up with the rest of the board. Appointment provisional for 30 days with potential special election if a 2347 signature petition arrives.
Trustees agree informally on a Castro Valley school plan at the first workshop meeting. The board expects to vote on a tentative grade plan at the December 16 meeting and to adopt a final plan by February 10. More than 3 parents and staff attended, urging public input and ideas. Trustee Larry Todd raised a K-8 9-12 option for discussion.
