Five Per Cent Utility Tax Hike For 1940 3450 Levy
The Gast Bay Municipal Utility District board set a new tax rate of 25 cents per 100 dollars assessed, equal to seven cents more than last year, to fund replacing over 200 miles of aging water mains and meet rising demand. The change marks the first increase since 1933, reflecting growth and ongoing infrastructure needs for Alameda, Albany, Berkeley, Emeryville, Oakland and Piedmont.

Truman Billion Dollar Plan For Central Valley
President Truman proposed a billion dollar expansion of California's Central Valley project under Interior Department care. The plan seeks to curb agency conflicts between Army Engineers and Reclamation and aims to unify operation of multi purpose dams while transferring construction authority. It calls for immediate authorizations and a shift of several dam projects between agencies to avoid duplication and improve benefits. In Los Angeles, longshoreman Jose Venegas faced a 180 day jail term for smoking aboard a ship carrying dynamite blasting materials.
