Fremont Chamber Opposes City License and Construction Tax
Fremont businessmen, led by the Chamber of Commerce, voted unanimously against a 35 percent business license hike and a 12 cent per square foot construction tax. Directors argued prices are already high, no extra services justify higher licenses, and the tax could stifle growth, urging council reconsideration of the new development levy.

City planners delay action on land preservation plans
City planning commissioners postponed action on four agricultural preserve agreements until early September. The delay followed sharp opposition from two property owners, Chet Soda and Alden Oliver, who urged maintaining preserves. A staff analysis urged no change to one preserve, while a related subdivision map faced jurisdictional and environmental concerns and was set for Sept. 14 after talks between parties.

Challenge tract Accord on parks in Hayward hills
Hayward city planners and the recreation district reached an accord with a developer and homeowners over park plans in the Challenge subdivision. The plan allocates a major recreation site on Farm Hill Drive and a 24.7 acre northeast site with future three acre park space, plus access via a riding rail extension and alternate access to Skyline Drive. The unit mix shifts to 765 single family and 435 attached homes, with self contained recreational facilities to be built in a future site. Public services opposed curb cuts on Hayward Boulevard to serve five homes, but the planning commission did not sustain the objection.

Rail traffic bid denied for Washington Avenue crossings
San Leandro State Public Utilities Commission staff rejected a proposal for two one way at grade crossings on Western Pacific tracks at Washington Avenue. Public Works Director Richard Ward recommended dropping the matter as the proposal would create vehicle hazards and undermine existing grade separation. Initiated by Associated Homeowners the plan would have added a northbound lane east of the underpass and a southbound lane west of it at an estimated cost of 150000 dollars. The commission has not yet held a formal hearing and city studies are pending. Final underpass widening is not expected until 1978 79.
