Alameda County Supervisors cut one more cent from the proposed tax rate by shaving 105,453 from the welfare budget. The 1 cent cut appears on tax bills, the board says, and will not reduce welfare services. Four cents have been trimmed from last year’s tax of 2.52, with a possible final rate below 2.06 after new assessments.
Moroccan nationalist leaders met French Premier Ed gar Faure in Aix les Bains and indicated an acceptable solution exists. They discussed a possible throne council after Sultan Sidi Mohammed Ben Youssef’s removal while factions push for restoration and independent governance in the protectorate. Nearby flood relief efforts continued in the United States with 2000 French troops aiding recovery and a $100 million relief program proceeding, as Army engineers coordinate debris removal and public works.

A 15 year old boy, Robert Tesche of Oakland, died after entering a cement mixer at Best Concrete Products in San Leandro. His friend Bernard Blondin Jr. tried to stop the machine, braced blades, and failed to save him. The plant foreman cut power, but the mixer remained turning. Tesche’s funeral rites were held at St Leander’s. A separate crash west of Dublin on Highway 50 killed a Knox man and left four injured, including the driver’s wife, with no charges issued yet.
Lucille Tean Donnelly, 40, mother of four, was shot dead in Columbia Park east of the city. Her estranged husband Emery Donnelly, 42, was arrested about an hour and 20 minutes later in West Pittsburg on murder charges. A companion, Sole Steelman, 28, was wounded. Neighbors reported the shooting after Steelman fled to a nearby apartment. Police say the couple argued over foster care for the children. The four children are Salt y 12, John 20, Jimmy 8, and Frankie 4.
Tropical cyclone Edith strengthens with sustained winds near 80 mph and a broad gale field north and east of the center while northeast shipping is cautioned. The storm sits about 580 miles northeast of San Juan moving west-northwest and is not yet bearing landfall threats. Meanwhile, effects from Hurricane Diane linger with flooding in the northeast states.
After two planning commission hearings, the Hayward City Council considers an updated master plan. Contention centers on 150 acres south of San Mateo Bridge road east of Southern Pacific’s west line known as Hayward Industrial Acres now proposed for industrial zoning near Palma Ceia. Developer representatives protest industrial use near residences urging barriers and alternate sites. Former public works director Harry Shatto questions representation as he pressures removal of industrial zoning east of the freeway.
In San Francisco and Castro Valley, Dianne Leel Perry, 10, died after a May inoculation at Redwood School Castro Valley. Alameda Health officials deny a link to polio vaccine while the coroner pursues tests. Family notes the child’s nervous system had been shaken since vaccination. private services set for Castro Valley Mortuary.
The U S Public Health Service said failure of safety standards allowed live virus to reach Cutter vaccine shots, linking to 169 polio cases. A six page report notes inability to pinpoint exact live virus source and cites inadequate inactivation and testing weaknesses. Production may resume with new standards in effect.
Alameda County Mayors Conference proposal to reallocate gas tax funds was condemned by Hayward Chamber of Commerce highway and street and parking committees. They urged a meeting with the Board of Supervisors in Oakland on Monday at 10 a m to discuss delaying action a year to allow unincorporated areas to study the proposed formula.
Sacramento reports California alcoholic beverage taxes brought in 20,893,493 dollars for the 1954 35 fiscal year. The State Board of Equalization released the revenue figure today as tax collections for spirits beer and wine totaled just under twenty one million dollars.
Centerville officials and Alameda County water district officials debated lifting a drainage well ban for a subdivision. Ronald L. Pardini urged approval of three to four wells to serve a new 220‑home development near Blackow Road Thorn Avenue and Baine Avenue, citing flood control needs and timing before summer. Directors warned against hasty action without flood control input and considered rescinding the December resolution that opposed wells.
