London based report from Radio Moscow says black mice sent into orbit on Sputnik V mission turned white in space due to high energy rays. The broadcast described the news conference attended by space dogs Belka and Strotke, noting the mice’s hair changed color and that the mice are highly susceptible to external influences. It did not specify effects on Belka and Sireika.
In San Jose Secretary of State Christian Herter warned Latin American nations against Castro regime influence and urged a strong OAS stance against Soviet and Cuban moves in the hemisphere. He cited Cuba training spies and guerrillas and called for condemnation of communist propagation. The memo urged sanctions on Cuba and faced cautious reception amid regional tensions.
DETROIT RP The Veterans of Foreign Wars opened the second day of its national convention with slim hope Kennedy would appear by phone. CIA Director Allen Dulles warned the Kremlin is secretly strengthening forces for a surprise attack. VFW officials refused Kennedy's request to speak by telephone to Washington on a health bill vote in Congress. VP Nixon had already agreed to speak Wednesday. Feldmann and other officers said Kennedy would not be allowed a phone appearance. Some Kennedy supporters predicted a Detroit visit to lead the Massachusetts delegation in the parade. No ruling indicated on a late parade appearance. Dulles then told the VFW the Soviet Union guards key areas where it hides superior weapons.

Washington UPI notes Nixon campaign forces added southern flavor with Jefferson Davis named chair for Atlanta event.
