Alameda County supervisors approved design work for the Winton Avenue jail and two related justice buildings while delaying final Hayward site decision. Architects will add a second level to lower height, with the project funded by long term revenue bonds, as public opposition grows and an environmental impact study proceeds.
United Press International reports Israel and Egypt nearing a three year peace pact with at least $2 billion in American aid. Secretary Kissinger heads to the Middle East to press the accord while Israeli forces kill three Arab guerrillas near Lebanon in a cross border clash timed to his visit.
San Leandro trustees learned the district will cut the fine tax rate to 3.08 per 100 of assessed value, down 24 cents from last year, as property valuations rose 14.6 percent. The budget is 14.4 million, with reserves and federal aids noted. a veto by Governor Brown could alter the rate, with final decisions postponed to fall.
Hayward firefighters seek a special election to require binding arbitration for labor disputes. Local 1909 president Bob Young filed a writ petition with City Clerk Paloma Weaver before a city council meeting. The court in Oakland will hear why the city should publish the petition and set an election within six days.
