The Commerce Department announced almost 3 billion dollars in federal highway construction aid for fiscal 1959 starting July 1. The interstate system receives about 2 billion, with 90 percent federal funding. Other sums go to federal aid primary secondary and urban highways for city and rural connections.
California will be apportioned 163 million dollars in federal highway funds for fiscal 1958. Senator Kuchel said there was no reduction, allowing uninterrupted work on vital highways. Of the total, 115,365,497 goes to interstate highways and 48,044,32h to non interstate roads including 18,821,208 for primary systems, 9,762,001 for secondary, and 19,461,116 for urban roads. Funds come from federal gas and other excise taxes.
In San Francisco Mission district a 28-year-old woman identified as Alberta Lee Downie was fatally stabbed after a quarrel with her escort. The assailant, 32-year-old Jose Hernandez, was arrested after witnesses said she struck him with a beer bottle before he used a broken bottle and knife. The victim died at Mission Emergency Hospital.
London reports Secretary Dulles presented a broad Western plan offering Russia open skies with air and ground inspections across Europe and North America. If accepted, it would include Canada and possibly all Western Europe, with a flexible compressed-zone option if Russia balks at full transparency.
Decoto Jose Campos, 48, of 310 Sixth Street, was charged with murder after allegedly shooting his neighbor Mercedes Rodrigues, 47, at her Sixth Street home when she ordered him away. Campos, hospitalized with a fractured skull after being beaten by Rodrigues’s son, was arrested following a sheriff detective inquiry.
The London Daily Express reports V. M. Molotov suffered a nervous breakdown and is outside Moscow after being removed from major government and party posts.
A brush fire burned through Los Angeles city limits, destroying twelve homes and injuring two firefighters. The blaze covered about 500 acres and hindered efforts by downed power lines and disrupted water pumps. It was one of three fires in the area, including the Highland Park blaze.
President Eisenhower branded the Senate jury trial amendment to the civil rights bill as undermining the act and warned he would veto any revised version. He said the change disenfranchises voters and weakens the federal judiciary, calling the move damaging and ineffective to protect voting rights. Senator Potter quoted as reporting the President was unhappy about the vote.
Hollywood reports the libel case against Confidential magazine opens with cautious expectations and a veneer of legal confusion. A glamorous cast of actors watches as judges and attorneys set the stage for what could be a lurid blockbuster or a dry courtroom affair.
A speeding driver, Olin V. Hoyt, 53, Oakland, fleeing a highway patrol car on a Santa U. S. 40 chase, crashed on River Street killing himself and injuring five others. Victims include Raymond J. Madruga, 38, Milpitas, his wife Marie, 36, and daughter Susan, 7, plus two passengers. Hoyt died at Brookside Hospital.
Oakland police said 41 year old Hugh O’Neil attempted to hang himself in his cell using a coat lining noose. He was cut down and revived by officers and fire department personnel and taken to Highland Hospital.
KPFA president Lewis RE Hill, head of the Berkeley listener subscription station’s foundation, died by self-inflicted carbon monoxide poisoning. His body was found in his car near his cabin on the Russian Rivers near Duncan Mills. Sonoma County Coroner Vernon Silvershield investigated the scene after Hill’s grocer called Hill’s wife in Berkeley.
Moscow reports Soviet Public Health Minister Mrs Kovrignia says the country is preparing to meet a serious Asiatic influenza threat this winter. Scientists have isolated the Singapore strain and are developing a vaccine. In a separate session, the only woman on the Soviet Council of Ministers indicated she originated legislation permitting abortion.
In Castro Valley Dr. Julius Levine said Richardson will resign and a successor to the four year term will be named at the September 5 board meeting. Law and board members debated the timing with legal cautions against hasty action amid long running disputes over minutes and nursing staff appointments.
A huge meteor split the night sky over five western states, leaving two bright trails and sparks. It appeared at 9 30 p m and was seen from Los Angeles to Seattle with observers estimating a 200 mile height and 36000 mph speed.
New York reports say Marilyn Monroe suffered an early pregnancy miscarriage. Physicians said the embryo could not be saved and removal was necessary for the star's safety. Her husband Arthur Miller hastened her by ambulance to a hospital near Amagansett, Long Island, where doctors performed the operation.
Three gunmen robbed a Fullerton supermarket of 25000 dollars and shot the store manager in the arm and leg. Police said the late model car used was later abandoned with the motor running. Store manager Richard Richie was hospitalized in good condition. A description of the assailant noted a tall blond man with a goatee and mustache.
The title of Highness was conferred today on the new Aga Khan by Queen Elizabeth II. The Khan's followers are centered mainly in British colonial territories. The Queen's action follows a precedent set by Queen Victoria, who conferred the title on the new Aga Khan's grandfather.
