Hayward Faces Citywide Layoffs Amid Tight Budgets
City Manager William C. Hanley testified in arbitration with Local 1909 of the International Association of Firefighters that shrinking reserves could force layoffs and service cutbacks next fiscal year starting July 11. He said reserves would drop to about 530,000 to 850,000, risking a dangerous level if wage and benefits rises reach 7.5 to 8 percent. Firefighters seek automatic raises near 25 percent. the city offers about 20.69 per year per firefighter with a 4 percent pay rise. The dispute, in arbitration since New Year's Eve, will bind both sides and no strike is planned. One piece of good news: the city cannot raise its $1.45 tax rate.
