UPI reports Cuban rebel forces in Nombre de Dios rejected a surrender ultimatum and may quit the invasion if freed. Capt Raul Torres says the invaders, mostly Cubans, are resolved to continue fighting. Panamanian officials call the mission a failure.
Montgomery arrives in Moscow for informal talks with Premier Khrushchev at the Kremlin. He met with Prime Minister Harold Macmillan before leaving Britain and sought to ease Cold War tensions through frank exchanges, with no formal agenda. Montenegro?
Walnut Creek police report Dr. Robert E. Douglas an ear nose and throat specialist arrested early today on a charge of assault and battery against two deputy sheriffs. The incident was described as a confrontation at the county jail intake area with both deputies reporting injuries.

Translators differed on the meaning as the garbled message was decoded, with two claiming he would be happy with San Francisco if other leaders attended, and a third saying he was against such a meeting in the city.
