SACRAMENTO AP Gov. Reagan offers an Easter message urging unity beyond single faith. He says Easter represents the promise of life and the rebirth of spirit and faith as certain as spring after winter.
U.S. and Soviet diplomats held the sixth SALT working session in Vienna with a formal 50 minute talk and a 25 minute refreshment break at the U.S. embassy. Two U.S. Senators, Stuart Symington and John Pastore, joined briefings as Gerard C. Smith led discussions on limiting strategic weapons, with no details released. The pace drew comment from a U.S. source calling it sometimes painfully slow. The next meeting was set for Tuesday at the Soviet embassy.
More than 100 Mexican American youths completed a six day 130 mile trek from San Jose to Sacramento. They sought a meeting with Governor Reagan and legislators to halt his education program cut. With Easter recess bypassing the Capitol, protesters drew about 200 followers. Senators Merlyn Dymally and Alister McAlister greeted them. McAlister condemned the governor as detached from their problems.
Senator Vance Hartke said Nixon’s speech signals a possible ceasefire within days if a definite withdrawal date is set, while Senator Tower urged keeping bargaining chips. American GI opinions ranged from support for withdrawal to skepticism of Vietnamization, as Paris talks drew fire from North Vietnamese and Viet Cong delegates.

In Kern County California health officials report an malaria outbreak among heroin users with 42 cases since mid January to early March. An infected soldier returning from Vietnam is blamed for introducing the disease and addicts were promised leniency if they sought treatment. About 500 heroin shooters were studied and 326 were treated by the Health Department.
Washington reports President Nixon in a Viet Nam address defending American troops for their humanitarian acts while urging restraint on judging individual excesses. He noted no direct reference to Lt. Calley but defended military kindness as admirable, amid continuing Calley fate decisions and a Capitol Hill call for silence during review.
