Mud-splattered volunteers labored through the night sandbagging a levee against rising floodwaters as a dying hurricane triggered floods and tighter Cuba trade curbs were discussed amid the scene at Port Arthur Texas.
In Washington Senator Lausche of Ohio announced opposition to the nuclear test ban treaty, voting against ratification despite broad Senate backing. He warned the pact is not in U.S. peace or security interests, likening it to Munich 1938. The vote tally remained favorable for ratification ahead of a final Senate decision. Meanwhile, severe flooding in Jefferson County including Port Arthur and Beaumont forced evacuations, with 5,000 in shelters and 3,000 homes flooded as levees were reinforced.
At Vine-covered Sixth Avenue Baptist Church in Birmingham, more than six thousand mourners, including some whites, filled the 2,000-seat church and overflowed into surrounding streets for the funeral of three girls killed in a Sunday bombing. Dr Martin Luther King Jr spoke as mourners sobbed. a brief street demonstration followed but was contained by civil defense officers and ministers.
Police investigate acts of vandalism against autos parked at Redbank Valley High School last Friday night during the Falcons Redbank football game. Gas tank caps and hub caps were swapped on about four cars, gasoline taken from one, and air let out of three tires on another. A maintenance man sighting reportedly frightened the vandals away.

Budget moves include liability insurance for Day Care Training Centers and transportation contracts for special education.
President Kennedy urged nationwide backing for an $11 billion tax cut to boost the economy and avert a future recession. He pledged to forego pump priming if Congress enacts the tax cut, and urged cooperation beyond party lines while warning against waste and unnecessary wartime taxes.
Washington UPI reports Republican opponents plan a major House showdown over an amendment linking Kennedy’s $11 billion tax cut to budget limits. The measure would allow the tax cut only if Congress in January sees a plan to cap spending at $97 billion, $1 billion below current projections, with 1965 spending not to exceed $98 billion.
Rep. John W. Byrnes of Wisconsin unveils a proposal before the House Rules Committee, with amendments and anticipated floor action next Tuesday. The measure, backed by Republicans, could gain support if 35 additional votes materialize among fiscal conservatives as Civil Rights battles continue in committees and Inside Washington notes.
