Chinese Forts Open Fire on Russian Camp

Berlin dispatch dated Sept. 21 reports Pei Tang forts fired on a Russian infantry camp wounding twenty five men. Since early today a German howitzer bombarded the forts and town. A cable patch suggests the English officer Rockhill may have commanded the expedition’s British section or that the telegram was mangled.
