Five Thousand Lives Lost in Texas Storm at Galveston

A Gulf coast hurricane wreaked havoc on Galveston Texas with reports of up to a thousand lives lost and extensive property damage. Streets filled with debris and bodies, ruined hotels, collapsed saloons, and wrecked wharves marked a city near total ruin as rescue efforts began and water receded.

Washington dispatch reports the Chinese minister Li Hung Chang has received an imperial edict giving him extraordinary authority to negotiate peace without imperial reference. The edict, dated two weeks prior, enables him to settle terms at his discretion and credibly counters prior objections to his negotiating power.
